I copied these pictures from another site. I am shocked when I first see them. They are Mongols with colored eyes, they are not blonde. 
Normal people have brown eyes, especially Asian, most of them have dark brown eyes.
I heard that around 97%-98% of total world population has brown eyes. Only 2% - 3% has colored eyes. 
Please do not use the word "blonde" to describe them because I think blonde is stupid. Look at how many blonde jokes on the internet. Hmong/Miao and Mongols have nothing to do with blonde. 
If you happen to have colored eyes, you are just fine. You have brown eyes, you are fine too.
If you read history book of China, you can find many records that people had colored eyes. A very famous example is Sun Quan (182-252), king of Wu during the Three Kingdoms period in China. His enemy called him, "blue-eye-bastard".
Another example is Xianbei, nomadic living in Manchuria and eastern Mongolia 1000 years before Genghis Khan and his Mongols. When they attacked China from North, the Han Chinese said that "Here come the white gangsters" or "white bastards". Here the white is not the Caucasian race, it actually tell us that the color of their skin was very very fair.
Some background for you Hmong/Miao guys. Oirat Mongols are western Mongols, living around great Altai Mountains. 
Altai Mountains also call Golden Mountains, which is the birth place for Altay people, Turks, Mongols, Tungus. They are all originally nomadic. The Golden Mountains separate Turks and Mongols, West and East of northern Asia.
Some historians argue that Han Chinese people are orginated from Golden Mountains too.
